AR Senate Bill 1907 - House Bill 1907 repeals acknowledgment certificates in one section of the Arkansas Code and places replacement certificates in another. The bill was enacted to reduce the number of “defects” preventing such documents from being recorded by a county recorder or accepted into evidence by a court in a trial.

MI Senate Bill 689 - Michigan enacts the Uniform Unsworn Foreign Declarations Act (UUFDA). The UUFDA permits a person living or traveling outside of the U.S. who must sign a sworn statement to make the statement under penalty of perjury without having to appear before a Notary or U.S. consular officer to take an oath or affirmation. This new law does not apply to certain sensitive documents, including depositions, recordable instruments, self-proving affidavits to a last will and testament, and certain durable powers of attorney.

CT Administrative Rules (2013) - Under the Connecticut Uniform Real Property Electronic Recording Act (URPERA), standards for implementing eRecording were published effective April 1, 2013.

DC B19-0753 - The District of Columbia enacts the Uniform Real Property Transfer on Death Act, authorizing a property owner to transfer interest in the property to a beneficiary upon the death of the owner through a Transfer on Death Deed that must be notarized and filed in the local land records.

WA Administrative Rules (2013) - The Washington Secretary of State adopts permanent rules to implement the Uniform Electronic Recording Act that includes provisions related to the notarization of electronic real property records.

IL House Bill 3804 - House Bill 3804 makes a minor, non-substantive technical amendment referencing the Illinois Criminal Code in 5 ILCS 312/7-104, the statute defining official misconduct by a Notary Public.

VA Administrative Rule (eNotarization) - The Virginia Electronic Notarization Assurance Standard has been published by the Virginia Secretary of the Commonwealth to satisfy the requirement of the Code of Virginia Section 47.1-6.1.

IA Senate File 2265 - With Senate File 2265, Iowa becomes the second state to enact the Revised Uniform Law on Notarial Acts (RULONA). SF 2265 contains most of the “stock” RULONA provisions, including new identification standards, prohibited acts, and electronic notarization rules. The RULONA does not contain the bracketed (optional) Notary bond, journal and education provisions that were in the final form of the RULONA adopted by the Uniform Law Commission. The bill takes effect on January 1, 2013.
