IA Senate File 2168 - Iowa enacts the Uniform Power of Attorney Act (UPOAA), allowing a principal to sign a power of attorney or direct another person to sign the power of attorney in the principal's conscious presence, requiring a power of attorney to be acknowledged before a Notary or notarial officer, granting an acknowledged power of attorney a presumption of genuineness, and providing a statutory power of attorney form.

WV Administrative Rules 2014 (Seal, Bond, Commission) - A new administrative rule clarifies the information that must appear in the Notary’s official stamp, and requirements for the “assurance,” filing a change of name or address and submitting applications for commission renewal.

WV Administrative Rules 2014 (eNotarization) - A lengthy, new administrative rule published by the West Virginia Secretary of State provides rules to implement the electronic notarization provisions of the Revised Uniform Law on Notarial Acts (RULONA) enacted as House Bill 4012 in 2014. The rules are based on the Model Notary Act of 2010.

WV Administrative Rules 2014 (Fees) - 153 CSR 50 puts into effect an emergency rule specifying the amount of the commissioning fee for West Virginia Notary Public applicants.

WA Administrative Rule (eNotarization 2014) - An amendment to administrative rules to implement the Uniform Real Property Electronic Recording Act clarifies that an electronic notarization may be performed by a Washington Notary Public or any person authorized by the laws of another jurisdiction outside the state of Washington.

MT Senate Bill 141 - Senate Bill 141 allows a Notary to use either the words "Notary Public" or "Notarial Seal" in the Notary's official seal.

LegislationJun 17, 2014 - Michigan
MI House Bill 4528 - House Bill 4528 repeals the registration, bonding and listing requirements of the 2004 Michigan Immigration Clerical Assistants Act, while keeping in force the performance standards and penalties enacted as part of the 2004 Act. The bill also allows a person injured by an immigration clerical assistant to bring an action for equitable relief or damages, or both, and, in an action for damages, the court would have to award a prevailing plaintiff the amount of actual damages or, if the court found that the violation was willful, 3 times the plaintiff's actual damages.

LA House Bill 243 - House Bill 243 will now require Notary applicants to sit for a pre-assessment test that will function as a gauge for how well they will do in taking the actual examination. Commissioned Notaries and attorneys will be exempt from having to take the pre-assessment test.

WA House Bill 1117 - House Bill 1117 enacts the Uniform Real Property Transfer on Death Act, authorizing a property owner to transfer interest in the property to a beneficiary upon the death of the owner through a Transfer on Death Deed that must be notarized and filed in the local land records.

SC Senate Bill 356 - Senate Bill 356 comprehensively enacts Notary reforms long overdue. It contains definitions for important terms that impact how Notaries perform notarial acts, clear standards for identifying signers, provisions for assisting signers with physical challenges and a lengthy list of prohibited acts, all which are welcome changes. There are also some confusing provisions, which may require attention in future legislation or guidance from the Secretary of State.
