Summary
Senate Bill 836 exempts any document submitted electronically to Service Oklahoma from being notarized.

Changes
- Provides that any document, including a motor vehicle certificate of title and release of lien, that is submitted electronically to Service Oklahoma is not required to be notarized.
AnalysisIn 2022, Service Oklahoma was established to provide driver and motor vehicle services on behalf of the state. Previously, the transfer of ownership for a vehicle titled in Oklahoma necessitated the physical presentation of a notarized certificate of title at a Service Oklahoma or Licensed Operator location. Senate Bill 836 authorizes the electronic transmission of a motor vehicle certificate of title and eliminates the requirement for notarization of these documents if they are submitted electronically. The NNA is reporting on Senate Bill 836 because Oklahoma has been a state that requires certain motor vehicle documents to be notarized and we often report on laws removing the notarization requirement.
