Assembly Bill 1784 was enacted in response to a 2024 California appellate court ruling, which held that state law did not prevent a candidate from running for the U.S. Congress and the California state Assembly at the same time. The law clarifies that a person cannot file nomination papers for more than one office at the same primary election and creates a process to allow a candidate for an office other than statewide office to withdraw their candidacy up until the primary election filing deadline. The candidate must sign a statement of withdrawal before a Notary Public if the candidate does not execute it in the office of the elections official.
