Vice President of Legislative Affairs, National Notary Association

As the NNA’s Vice President of Legislative Affairs, Bill Anderson identifies, analyzes and follows the scores of bills affecting the notarial profession which are considered each year by the nation’s state legislatures and the U.S. Congress. Anderson also oversees Notary bond and insurance programs and the organization's efforts to promote, professionalize, and elevate the Notary Public office. An expert in Notary law and technology, corporate Notary policies and legislative issues, he has created curriculum and presented Notary education courses in nearly 40 U.S. states.
Carol Salter

Carol Salter

Contracts Coordinator, McKee Medical Center

Carol Salter is the Contracts Coordinator at McKee Medical Center where she has been since 1995. She is responsible for the Notaries Public at her facility as well as for the entire Banner Health system. Additionally, she has developed and maintains an online Notary education course for Banner Health.

Salter has worked with the Colorado Secretary of State’s office in testifying at committee which resulted in the recent positive changes in Colorado Notary law. She was recognized as the 2005 NNA Notary of the Year.

Married to her husband, artist RM Salter, for 25 years, they have one daughter, Gabrielle.

An entrepreneur, business executive, instructional filmmaker, social media expert and strategic Notary consultant, Lewis addresses innovation within a diverse range of industry topics including underwriting, title procedures, marketing, contract negotiation, effective use of social media, closing procedures, and more.

Lewis received national acclaim when selected as the 2010 NNA Notary of the Year. That same year, he was honored by the Indiana Secretary of State as an Honorary Secretary of State.
Donna Taggart

A Seminar Instructor for the National Notary Association, Taggart has a strong background in education.. She received her teaching credentials from California State University, Fullerton and has taught all levels from kindergarten through the college level.

Taggart ran the Secondary Teacher Credential Program as Clinical Faculty at the University of California, Irvine for five years prior to coming to the NNA as a Seminar Instructor. She has been with the NNA for over two years during which time she has trained over 2,000 prospective California Notaries. Currently certified to conduct Notary seminars in California, Pennsylvania, Colorado, and Montana, Taggart acquired her first Notary commission in 1989.
Elaine Wright

Elaine Wright is a professional Notary Public educator with a strong passion for ensuring that Notaries Public are expert professionals in executing their duties and responsibilities. She developed and teaches a variety of basic and advanced notarial classes at Prince George's Community College (PGCC) in Largo, Maryland. Wright organized and conducted the first ever and highly successful Maryland Notary Public Day in 2012 and 2013. As an approved Maryland Continuing Education Provider, she developed and teaches three courses for Maryland Title Insurance Producer Independent Contractors aka Certified Signing Specialists. As a professional web designer, Wright has developed a very effective Notary Public web site template to assist Notaries in marketing their services.

In 2009, Wright was awarded the prestigious NNA Notary of the Year Award and, in 2011, the Adjunct Faculty of the Year award from Prince George’s Community College.

Wright is a graduate of George Washington University in Washington, D.C. with a Bachelor’s of Science degree in Business Administration. In 2013, she retired from Maryland-National Capital Park and Planning Commission and married the love of her life and co-instructor, Mr. Frederick B. Harris, also a Certified Signing Specialist.
Howard Blum

After 25 years in the mortgage banking industry and the owner and founder of The Financial News & Information Service, Howard Blum decided it was time to retire. But that phase of his life did not last long.
In addition to being an independent web designer, she is also a recent retiree at Maryland-National Capital Park and Planning Commission.

After a period of boredom and wondering what to do, Blum decided to start a local mobile Notary service in Marin County, California. At the time, he was not a Notary (he is now on his second commission), but he knew the business thanks to his mortgage-banking career and his wife (of 30+ years) who was a high-level escrow officer for 16 years at First American Title Company before her retirement.

The expansion of Pro Mobile Notary was due to the escrow officers that knew the Blum’s and asked them to expand their network first to southern California then to all of California, and eventually to the rest of the country.

Blum’s objective is to be the best his company can be without growing too large, too fast or outgrowing their capital base.

Born and raised in Brooklyn, NY and educated in the NYC school system, Blum was also a Vietnam Era U.S. Navy Veteran before entering Long Island University.
Jamie Smith Liggins

Jamie Smith Liggins

2004 NNA Notary of the Year

Jamie Liggins began her career as a Notary and Signing Agent in 1997, and subsequently started the Notary Access Association, her own teaching and training organization, to tutor and provide assistance to newly commissioned Notaries.

Liggins has dedicated her career to helping fledgling Notaries overcome their inexperience and hone their skills through educational classes and mentoring programs she developed.

In 2004 Liggins was honored as the NNA Notary of the Year, and has remained deeply committed to the Notary of the Year tradition of helping those in need, particularly the disabled. Because she is trained in American Sign Language, she specifically reaches out to hearing-impaired signers in her area to offer them Notary services.
Kathleen Taylor

Kathleen Taylor

Instructor, National Notary Association

Kathleen is a certified NNA Seminar Instructor who has facilitated Notary training for over 2,000 Notaries since 2010. She currently presents live seminars and webinars in California and Arizona.

Previously, Taylor worked as a principal for schools in the San Diego Diocese and provided in-service instruction to teachers for Pearson Education. She has completed Notary Signing Agent training with the NNA, as well as her TEA certification. Taylor also played a major role in the development of curriculum for the NNA California Mandatory Training course, presented annually to 30,000 Notaries statewide.

Taylor holds a B.A. degree and a Master’s in Educational Administration from San Diego State University.
Kathy Fletcher

The 2013 NNA Notary of the Year, Kathy Fletcher advances the professionalism of the Notary Public office by selflessly mentoring new Notaries, encouraging continuing education and advocating for stronger notarial legislation. Her online survey of 350 colleagues uncovered several basic changes that would benefit Arizona Notaries — requirements for a journal thumbprint, certified Notary training, and a fee-increase. She has presented the findings to state legislators for consideration.

As a partner in Arizona Document Signing, LLC, Fletcher handles real estate loan closings throughout the greater Phoenix area. She is also a National Notary Association Ambassador and NNA Mentor, encouraging new Notaries to join the NNA for professional growth.
Laura Biewer

Laura is a Seminar Instructor for the National Notary Association where she is certified to train Notaries in California and Arizona. In this role, Laura has facilitated Notary education training for over 2,000 Notaries since 2009. Owner of At Your Service Mobile Notary since 2004, Biewer has been a Certified Notary Signing Agent since 2006, and was a NNA Notary of the Year Special Honoree in 2009. She frequently is a featured guest speaker on the Notary’s role and responsibility at many events, including a state paralegal conference and in-service training to hospice staff.

Moses Keshishian

As the resident social media specialist at the NNA, Moses Keshishian is credited with building the NNA’s social program from the ground up and creating the largest, most vibrant community of Notaries in the United States. NNA social media programs now serve as an essential connecting point for Notaries nationwide to engage with each other, industry officials, and the NNA itself, among other stakeholders. His efforts and strategies have dramatically improved the NNA’s relationship with its members, and the community connections between Notaries of all types, and in all industries and regions. They now listen, engage, and learn from one another. The NNA’s social programs have helped identify pain points and frustrations in the Notary industry. Keshishian is dedicated to dramatically improving the dynamics and effectiveness of the NNA’s national community of Notaries.
Nathan Ganeshan

Since becoming a mobile Notary in 2006 and a Certified Loan Signing Agent in 2007, Nathan Ganeshan has dedicated himself to serving his community. As part of his commitment to public service, Ganeshan founded Community Seva, Inc., a non-profit organization providing support for those in need. He also travels to his local library, senior centers, hospitals and nursing homes offering his Notary services pro-bono to signers aged 50 and older. Ganeshan also gives back to the Notary community: he launched a Notary mentor website to educate and offer assistance and advice to both newly commissioned and prospective Notaries.

Ganeshan is a 2012 NNA Notary of the Year Honoree, and a National Notary Association Ambassador. In 2012, he received a Commendation from the San Jose City Mayor, and was named recipient of Evergreen Times 2013 Readers’ Choice Award for Best Notary Service in the Community.

Nicola Jackson is a Certified Seminar Instructor for the National Notary Association. She has taught Notary Law seminars for the NNA in 16 states over the last nine years. She has been a Notary Public in California for over eight years, and has assisted as a Notary Signing Agent mentor for five years. Jackson was also instrumental in the development of curriculum for the California Mandatory Training course, presented annually to over 30,000 Notaries statewide.

Busch graduated from Loyola Law School in 1981. Subsequently, he served as Partner of Los Angeles law firm Anderson McPharlin & Conners from 1985 to 1992 specializing in surety litigation. He served as Chief Legal Officer at Amwest Surety Insurance Company from 1993 to 2002, where he continued to handle all types of surety cases. Currently, Busch has his own law practice in Westlake Village, California where he focuses on Notary and surety representation, with a primary focus of representing Notaries pursuant to E&O policies.
Samantha Klaburner

For Samantha Klaburner, being a Notary Signing Agent isn’t simply a career; she takes her role in document-fraud prevention very seriously, and demonstrates this in her day-to-day notarial practices. She keeps a journal and takes thumbprints for her entries, even though journals aren’t required in her home state of Tennessee, and she has campaigned for methods to report unethical Notaries in the state.

In addition to being a respected Notary Signing Agent, Klaburner is licensed in Life, Health, Property, and Casualty Insurance, and holds FINRA 6 and 63 registrations, as well as mortgage and real estate licenses. Her most recent professional endeavor is the creation of XStream Travel & Wedding Planning.
